25. If the Minister cannot recognize a full equivalence of a diploma the Minister considers to be substantially equivalent, the Minister may,
(1)  on the basis of the documents on file establishing the applicant’s professional experience or any other relevant fact, determine that the applicant has the competencies identified as missing; or
(2)  request the applicant substantiate, within the time the Minister specifies, the competencies identified as missing in a written document that must contain any relevant supporting documents pertaining to the applicant’s professional experience or that establish how the courses taken made it possible for the knowledge and qualifications to be acquired, or in other evaluation tools the Minister recognizes.
